Once your initial Luna Node Dynamic account is provisioned (you can purchase an account here), billing is fully managed through the lndynamic panel. Specifically, the Billing tab (in the top right) shows your current account status and charges.

Your account credit is shown in the Credit column, while the hourly, daily, and monthly prices indicates how much you will be charged over those periods. At the bottom of the tab, you'll find a list of charges for the current month; these are grouped daily by virtual machine name (although the actual charges are hourly), and you can use the left and right arrows to head to the previous or next month.
